It's fairly difficult to switch into engineering majors after you start college. The engineering majors have cohorts (a group of students from the same year that sticks together thru their college career) and the course schedule is very structured. It's hard to follow the engineering schedule if you are not in the major and that makes it hard to switch (Catch 22!). Aside from changing major, you also have to change college (College of Engineering at Cal and School of Engineering at UCLA) which requires a mountain of paperwork and signatures by quite a few different people (who are hard to locate, no doubt).

I don't know about UCLA, but from what I've heard, it's not too easy to change into engineering at Cal. This is because the School of Engineering has different requirements than the other schools, and different deadlines, etc. I could be wrong, but this is what I've been told. I imagine it would be similar for UCLA.
