You'd hardly be the first person to leave New York for something different. Of course, New York is an amazing city; it has unbeatable culture, theater, art, music, and museums. But as you point out, it's also very crowded and noisy, and that can wear on you after a while, as can the weather.
As you point out, you've been there all your life. Perhaps it is time to find something to compare it to. You can always move back if you decide you don't like it in Atlanta or wherever else you might decide to go. I think, though, if you read your own question, you've already decided that it's worth the change. I'd go for it.How do you know when its time for you to make a major change?
That is up to you. I would suggest trying it. If you are miserable, you can always go back to NY. Maybe try vacationing down south first to see how you feel about it?

It sounds like your ready to take the next step. Some people can live in one place all their lives and never really get a feel for it there. I say take that chance and move to where you believe you'll be happy. Sounds like you've already looked into places and where you'd like to live, so I say go for it.
You know, it does sound like you need a break if nothing else. Could you take a ';leave'; from your job and go South for a while. You can always move back, but that's a hassle.
A major life change can be good, it can give you perspective. Just do a lot of research, and pick your destination very carefully. Don't buy into hype or boosterisms about a place. You can wind up being ten times more miserable than you think you are now.
For example: Atlanta is the anti-NYC, cheesy, boring, low-brow, and unhip. The food sucks. The people are all exactly the same, and they HATE New Yorkers. You would get more culture from a cup of vanilla yogurt.
After living in NYC all your life, and ';everything you love is in NY';, I can't imagine a place you would like less than Atlanta.
